Both are great and easy on the joint. However, Swimming you need a facility, and its a full body work out while bike is for more fat barning, build cardio, and build leg muscles. Depend on what your goal is, I would to both if you could, but focus on one program, say swimming most of the time, but once in a while do bike, and so on.

swimming is much more of a full body work out. biking is great for getting a heart rate up and burning calories. Do both if you can. Swim after work or something for your "workout", then ride a bike to/from work or wherever you need to go

better is a very subjective term. both are great cardiovascular workouts but in regards to fat loss biking will results in a greater amount of fat loss for most. the effectiveness of an exercise when used for fat loss is determined by both the intensity of the exercise and the length of training time. the intensity of exercise determines the main source of energy that is used. low intensity training utilizes free fatty acids (FFA) for energy while high intensity exercise utilizes glucose for energy. after exercise the main energy source will be the opposite of what was utilized during the actual training session. after low intensity training the main energy source will be glucose and after high intensity training it will be FFA's.

for those that do not swim regularly it would be easier to sustain a higher level of intensity with biking for a greater period of time then when swimming. so most will burn more calories during a session of biking causing a greater increase in the metabolic rate after exercise as the body attempts to return to the pre-exercise state which excites the metabolism.
