I think partially because you feel panic when you cannot breathe. And you do really feel some pain when you can't breathe. Your nerve endings, etc. start to "cry out for help" as a warning sign. It isn't acute pain as well think of it but it is pain.

Bec. You need to breath to Live!!!! Your body is so used to your lungs just naturally breathing, that when forced to not breath, your body goes in to a state of panic and shock. Heart rate goes up, lungs push harder to work but cant, brain nerves go numb from the lack of oxygen......
