find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

First drink A LOT of Water, at least 4 litter per a day. Work out in intensity but not focus on how long you do each exercise. its the intensity makes the difference along with quality of work out. Eat organic whenever you can, mostly fruits and veggies 50/50 ratio 4 to 5 times a day. Consistency and repetition is the key to the success.

The best way is actually to try to reduce all of your body fat, through cardiovascular exercise (which is things like running, aerobics, bike riding, etc.). The problem is that your body doesn't try to store fat in one specific location, and you can't get rid of it from one specific spot either (unless you go for something like liposuction - it's not worth it unless as a last resort though). So try doing something very active, where you work up a sweat, for around 20-30 minutes 4 times a week.
The other thing you can do is work on your posture, namely your "pelvic balance", which is how your pelvis sits if you look at it from side-on. Ideally it should be horizontal (i.e. the front of your hips should be in line with the back part, not lower or higher). A lot of people who don't exercise much end up with the front of their pelvis pointing towards the ground lightly, which accentuates how much much their stomach sticks out, and also gives them a slightly arched back. You can work on this simply by reminding yourself to straighten it (make it level), and also work on improving the strength of your lower back and stomach muscles. You can achieve this by doing sit ups for your stomach, and similar exercises for your back (these are too detailed for here, so check out the link below).

As a fitness pro of 20 years and > 10 advanced certifications, I can tell you the answer:
1) Understand that there is no such thing as 'target training'.
2) You must be active and you must be careful watching what you eat-one without the other is rarely successful.
3) Your BMR (basic metabolic rate, or the number of calories your body needs for basic life functions) plus the number used in your activity must exceed the number of calories you eat.
4) It will be a slow process if you want it to be meaningful and to last-2lb/wk is the healthiest you should expect.
That's the most direct, shortest answer I can give you.

Pilates is a great exercise for people that don't need to lose weight, but only need to tone up in certain areas. You can get pilates DVDs at Walmart for $10. The one I have is called "Crunch" Pick your spot Pilates. You can do 10 minutes on your Abs, 10 on your tummy, and 10 on your thighs, or just do the one that you need help with the most.

Watch your carbs and do a lot of speed walking or running. Walking really helps if you can speed walk for at least 20 to 30 minutes a day.

Intelligent eating with less fat and less sugars/carbs, combined with overall body excercise, such as Aerobics. Fat builds slowly, and comes off slowly. Be patient, as it does take time.
