Just like what Tim answered, He will cry so hard for the fallen child, just like a father who never achieved to give his child the happiness that he promised, and He also rejoice for the good children because He will be able to play happily with them, just like how a father lifts his child from a crib.....

Most likely he rejoices since we "join him in Heaven" unless we sinned so bad that we go to H**L!
