2.1 means that the actual speakers consist of 2 full-range speakers plus a subwoofer.

This unit uses a "virtual surround" technique which mixes the surround channels into the front channels using psychoacoustic techniques to "trick" the ear into hearing sounds from the sides and behind. The effect may be useless or quite good depending on the room, the listener location, and the source material.

These are no replacement for a true multi-speaker setup but can be useful where you don't want to run lots of speakers and don't need state-of-the-art surround sound.

I not sure this be considered surround sound. But, as mentioned it 2 regular and a Sub. This what I use.
To be surround sound I would think you need at least a 5.1 setup if I remember correct, it like 4 regular, a Sub and a Mid. I not real sure, but, get you a Pic of 2.1 and 5.1.

The 7.1 layout give you an idea of how the speakers work for surround and how they basicly positioned around the room. The 5.1 be similar and as you see there not enough speakers to go around with the 2.1.

2.1 doesn't really "surround" you with sound, and probably only uses a 'phanthom' form of surround by way of a slight delay in the L&R channels.
