That's their last ditch excuse when all of the other arguments don't work.

When we can not understand how things got resolved but have confidence that we will get the message/lesson later on.
Let me give you an example:
I had led my life by Buddhist principles when I started dating a Christian. He started sharing his faith with me and I started getting road signs from God all over. Still, I was skeptic, because I was not a believer.
Finally I got a sign so strong that I was no longer able to pay a blind eye to it, so I converted and accepted Jesus Christ as my savior.
I was at my boyfriend's house and prayed for him to act like a Christian instead of just speaking like one. Two hours later all of a sudden he started "confessing" all his lies and broke up with me.
I was confused, because I thought he was "the one" since he had led me to God and could not understand why the same man that had introduced me to Christianity was now to be convicted by the Holly Spirit and taken away from me.
Weeks later I finally realize that he had some behavioral issues that were of real concern and, therefore, he could not be part of God's plan for me.
I would say that is a good example of God working in mysterious ways. This man was just an intermediary, so once his mission in my life was over, God took him away from me.
It took me a while to understand it though, hence the "mystery".

God can make what looks like a bad thing to us turn into a good thing.
An example I read: A young boy wanted to surprise his best friend with a Christmas present (even though his family was very poor). He saved his coins and bought it. Christmas eve he put his gift on his friends porch and knocked on his door, then ran away. He forgot about the electric fence and ran right into it. When he got home, his mother saw the big read mark on his face. She cleaned it and did what she could and put him in bed. She was wondering why God would allow such a thing to happen to him, since he was doing a good deed. In the morning the boy's friend came over to show him the gift (there was no name on it to say who gave it), and as the two boys were talking together the mother noticed that here son was acting different. She asked him why he was not turning his head to hear his friend. The boy said that he was hearing fine (doctors latter said he was healed). You see, he had a hearing problem for years, but now through what seemed like a bad thing, he was made whole.

Long ago a bad neighbor had her brothers knock the windows out of my cherry Riviera because I knocked on her door and asked her if she could please do something with her constantly barking dog. I work long hours and nap during the day sometimes to catch up and I was at my wit's end but I asked nicely. Poor dog anyway. So I found out a bit later her role in the car. Shortly after that, late one night the little ol' lady that lives downstairs began pounding on our door. Apparently the neighbor had come home and the whole side of her car was caved in. The ol' lady wanted to know if I was responsible for caving in the car. I told her I wasn't involved in any way(truth). She said, "Well God works in mysterious ways." Seems so. . . _
Or-unexplained events credited to God or God will take care of it in his own way. But I do believe in what goes around, comes around and you can credit that to whomever you want.

they say this when a prayer isn't answered or when you ask them why God isn't taking care of all the starving people in Africa or when you ask why God created Satan (who I love) since he knows all things he should have known Satan would be pure evil. In other words whenever a Christian can't explain something they say God works in mysterious ways! By giving me a thumbs down you accept what I say as truth!

They like to say this when their theology can't explain what is happening.
This doesn't make God mysterious, it just makes it mysterious how they can believe the nonsense that they believe.

There was this burger one time, and me and my friends thought of messing with it, so the unlucky kid would eat it dirty!, then when I grabbed the burger! Ants started crawling on my arms and I threw it on my friends(I don't even know why?), funny thing we all started panicking and running, jumping until we got tired! we started slapping each other to take the ants off, so I slapped my friends in the face!, we all slapped each other! and blamed each other!, so eventually all of us got bitten by ants!-mysterious isn't it?
-then the janitor threw the burger away! so we got bitten for nothing!..... Im pretty sure, that burger is still laughing it's butt off thinking of us!

You asked "WHEN" and not "WHY", so this is how I answer your question...
WHEN do Christians (capitalized & spelled correctly) say "God (capitalized; proper name) works in mysterious (you can spell that word...) ways"...?
Answer:
ALWAYS

Did you mean why instead of when. Christians say this when something unexplainable or unfathomable happens , like miracles when someone lives when they're supposed to die of a terminal illness.

Since God doesn’t exist and they are scientifically illiterate, it is the only answer they can come up with to explain their lives.
