It is not difficult to file a complaint. But the diffcult task is to prove, if your friend can prove that then go ahead.

Absolutely amazing! Two friends cannot come to terms over a bleepin' book!
And they're talking about filing a complaint. Come on, grow up! The police will get around to handling it in about 75 years or so.

Theft could be filed against man who took the book because the taking was unauthorized. The discovery of the unauthorized taking will not preclude his friend not to file.

Strictly 't' is a thief.If his friend offers the book back to 't' it is his charity.Once he has donated to 't' he should not take any more action.If 't' creates further problems in future, he may charge him with theft and refuse charity.A crook should be handled the way he understands.

Too long. j/ok This sentence isn't smart: "angel suggested and regarded at his arm to discover its black armored scales and deep crimson outlining the scales astonished hungry and scared the brothers upward push to objective and detect a house for them selves." i finished reading as quickly as I observed there have been a team of run on sentences. Use punctuation.

can he file a complaint, in the US, you can always file a complaint, but the other person will have a defense, (if he can prove it) remember it is not always what really happens n a crime, it is what can be proved in court.
The one person would even have to prove it is his book, if he can't how can he prove the other person stole it ?
