I added an aftermarket damper to my Beetle (which was made before VW started using dampers) a couple of centuries ago. It had much less damping than a shock (no surprise). I'd estimate that at 1 inch/sec it offered about 1 or 2 lbf resistance. It was enough to remove the shimmy, though. That was a light car without power steering, so I'd guess most current dampers are a good deal stiffer. You might be able to try one out at a parts store.
