Yeah, sorry, but you do. You might be able to get the penalties dropped, but the taxes and interest will have to be paid eventually.

If you owe tax for 2004 then you have to pay it regardless of your circumstances afterward. The IRS doesn't care if you are sick, broke & homeless. They just want you money. They will work out a payment plan and let you make payments.

Yes you do. But if you had little or no income, you might not owe anything. But if your income was over the amount where you were required to file for your filing status, then you have to file if you didn't already, and will be responsible for paying any tax due. If you have a refund coming, you'll still get it.

Of course you do.

But if your circumstances are that dire, and you have no assets, the IRS might right it off.

Odds are that they will file "liens" against you so that if you ever get a job, or a bank account, or a house, or a car, or win the lottery, then they will swoop in and confiscate their money including huge penalties and accrued interest.

You need to either talk to a tax attorney, or the IRS directly.

Under those circumstances how could you owe any 04 tax? No job, broke (implies business or capital loss), etc. If anything you could be open for some type of refund. You will have to provide particulars for a correct answer.
