There are programs like Irfanview or most picture programs and when you save as you specify to save as a jpg do not just click save but save as.~~

Open it in Windows Picture and Fax Viewer and you'll see an icon at the bottom similar to a floppy disk. Click on it, choose the .jpeg extension, and resave it.

You can use your paint program and open it there and then save it as a jpeg.

when you go to save the picture, you type in what you want to call the picture, and it says save as type in a box beneath it. You would scroll that list and select when format you want.
