It could be a few things. Fleas, dry skin, or she could just be a scratcher. My golden retriever puppy scratches constantly, and my vet checked him out and he was fine. He said that whatever puppies like to do they do it to the extreme, for example if they like to chew they'll chew EVERYTHING and if they like to scratch they'll just scratch all the time.
If it's fleas I suggest getting medicine like advantix or frontline. These kill and prevent fleas and ticks. Ticks are especially bad for your dog they can carry diseases like lime disease, and they can be hard to find. They will stick to your dog for a long time, and your dog may even scratch them off which means you'll never know it was there and your dog could get sick.
I think you should take her to the vet to get her skin checked for being dry, and fleas and ticks. Even if she doesn't have them ask for a treatment of flea/tick medication. Otherwise, she's just a scratcher at heart! lol.
GOOD LUCK!

Dogs can have dry skin just like us, sometimes worse. I would first check for fleas, and ticks, if you don't find any, buy some dog oatmeal shampoo, that will help alot.

this could be purely an allergy to something in her food, talk to your vet about this and get her tested. also look into natural therphies. I know what you are going through as I have just gone through 3 years of this with a male German shepherd and it was a) the food we were feeding him, and b) a problem with his immune system. WHATEVER you do, always ask for a second opinion with animals and found out if there is a local doggie skin specialist in your area.

spaniels are renowned for have dry skin. The food may be effecting it or it could be flees. Brush the coat onto some white paper and look for little bits of grit. if when u dampen them they go red then you dog has flees. if not then take to ur vets and see if they can recommend a diet to suit. goodluck with ur wee cutie.

Food and nutrition directly affect the skin and coat of your pets-cats and dogs.
i do not know what you are feeding but for great nutrition and great products for the skin and coat of pets go to my source and check out these products.
i have four dogs and one cat and before using these products they had itchy skin as well from the dry heat in our house and their former food-which by the way was not cheap!!
This companys products are cost effective and have improved the health of my pets significantly.
hope this helps

If you think it's a possible skin irritant/disease I'd take her to the vet asap.
