When you enter the uk as a foreigner. Do they or does the immigration form you fill out, ask if you have been refused entry to the uk and/or refused a uk visa?

No - the landing card does not ask this, but it is a relevant fact and if you do not declare it or are found to have concealed the fact then you may be refused entry or dealt with as an illegal entrant (verbal deception) at a later stage. Staff do not routinely ask whether you have been refused entry or refused a visa but they may well know already (no I won't tell you how).
This question IS asked on a visa application form.
The landing card covers: Name, DOB, Sex, POB, Occupation, UK Address and Signature. The rear of the card (ppt no, issue details, visa details, flight details) are for the use of the immgration staff as necessary.

Oh - and Customs have NOTHING to do with immigration. They are a totally seperate entity.

In answer to the following answer, a visa IS an automatic right to enter the UK unless it has been obtained by deception or if material facts have changed since its issue. There is a presumptive right of entry.

A previous refusal would be clearly stamped on the valid visa.Hoiwever you must be aware that a Visa is not an automatice right to enter a country ,that is always a matter for the Immigration officers.

yes it is in the form. u have to fill, and there is no point lying cos ur details are already on their database
