if he has not long had the flea treatments, then i would give it a while yet to work, it can take a bit for the treatments to fully work and get rid of all fleas. So it may have not set in yet for it to work on your cat, yet the fleas normally arent around the cats tail and lower back, fleas normally hang around the neck and ears.
But however the cat may have had something bite it in that area, which normally means he will itch it alot, also check for ticks etc.
If he keeps the itching up, then i think you should take him for a trip to the vet to check it out to see what is making him itchy.

It sounds like fleas or worms, more likely worms. If you get treatments from the supermarket they are not very effective and you end up having to go to the vet anyway.
Its worth spending the extra few quid and seeing the vet for treatment.
My cats have stronghold from the vet, £15 each for 3 months worth. It kills fleas and worms and is very effective as its also kills fleas around the home. Its also kills earmites and other bugs.

Some cats are neurotic and because of the nervous disorder they constantly lick, scratch, or bite certain areas of their body. I'm not sure much can be done about it, but there may be some type of nerological medication he can take, similar to Ridlin they give to hyperactive humans. Just ask the vet. It's not a totally uncommon problem, and I'm sure they can help.

The most liely scenario is that your cat has a food allergy. The best thing you can do is feed canned foods w/o gravy and also that do not contain corn or gluten

I suggest taking him to the vet, it sounds like a minor skin irritation, but could he had been bitten by another cat?

He could have some fungus. Use some dactarin powder for a week or call the vet to see what he thinks.

I read about it and he may either have ear mites, yes earmites effect the ears but other areas as well. also, he may be allergic to whatever you are feeding him/her. It may result in skin irritations.

It could be lots of things. If he doesn't stop, call or visit your vet. There is definitely something bothering him.
