yes it does, but through time it grows thinner and less hair... its like waxing.... it grows back thinner through time and little by little, you see less hair.

Of course it grows back why do you think women pluck their eyebrows so much.
Though sometimes if you pluck something too much for years then when your older it may stop growing..
