There are two caravan parks, with on-site vans, in Jindabyne.

Look at the accommodation section on this site for some possibilities http://www.ski.com.au

The Station, a bit out of town on the Ingebyra Road has value accommodation. You could also look at the Ski Rider Motel.

Jindabyne would be cheapest, there is a Sport and Recreation camp there that does cheap deals, ~45 minutes to the snowfields, or catch the skitube. You won't find really cheap accomodation anywhere on snow.
