The purpose of the high bottom bracket is to provide more clearance to the bottom of the bike. This is very useful when clearing obstacles off road. Many criterium bikes on the road used to have them as well to prevent catching a pedal in a corner. The problem with them was that they rose the center of gravity and made handling a little awkward if they went too far.

A higher Bottom Bracket would also keep your large chainring from loosing teeth on a large rock. Great for Downhill bikes and gives you a slacker head angle.
