Boy you have no idea the can of worms you've opend up with that question! There is a constant debate about raw vs cooked foods. In your case, here is what most likely applies:
-Dogs can get salmonella, trichinosis, e coli, etc from raw food. Normal healthy dogs can handle the bacteria fairly well, so they are at little risk of getting sick (in my opinion), although it can still happen. However, if the dog you found is very skinny or does not look healthy, i would not give it raw food just to be on the safe side - it will have a much greater chance of getting sick. It won't take long to cook whatever meat you have.
-If the dog you found is very thin, doesn't look healthy, or looks like it has missed several meals it the past few days, you may want to stick with something very bland to feed it. The liver is probably too rich right away and may cause diarrhea and/or vomiting. Some bland chicken and rice would be great, nothing too fatty or rich.
-Also, don't forget, if you find nobody owns the dog and you want to keep it, get a good vet check fairly soon to catch any problems!

Dogs are carnivores. To the best of my knowledge they've never learned to cook. If man weren't feeding them dry and/or cooked foods, what else would they eat? As a matter of fact, it's probably the best diet you can give a dog. You just have to have some certainty that the meat isn't diseased. But then, dogs eat rotting carcasses when left be natural dogs.
My answer? Yes, feed it the liver and any other raw meat you may have around. Even chicken or turkey will do. A number of people are going to disbelieve what I'm saying here but, at 65 and having done a lot of things others don't believe in--including feeding dogs and myself raw meat--I really don't care. I'm talking from experience, not books or fears instilled by others.

There is no such thing as a wholesome vegan dog food! You're going to take your dog off of a nutritious and delicious raw meat diet and what, feed him carrots. Dogs are scavenging carnivores, that means that although they can survive without meat, they were designed to mainly eat meat, not vegan. Don't push your whacko beliefs onto a dog that needs to eat meat. If you want a vegan pet buy a rabbit. Dogs cannot get all the essential nutrients they need from a diet that does not have any meat in it, it's as simple as that. People who feed their dogs vegan or vegetarian should be cited for animal cruelty.

Dogs love raw meat. A favorite of my dogs is raw turkey necks. If you are going to give him meat with bones, do not cook them, that causes them to splinter. They also eat deer liver occasionally, but not too much at one time. You can also mix in a little cooked rice to the ground turkey.

My dog is on a raw meat diet, as are many other HEALTHY dogs. I wouldnt give it much liver, cause it takes a while to get weaned onto it. Raw bones are great for any dog, and raw meat is great too.

Raw meat is not good for dogs. You need to cook whatever meat you plan on giving her. Cooked turkey, liver, kidney, chicken and hamburger are all good, but remember to debone everything before you feed it to her.
Also you can mix in ground up carrots and brown rice at a ratio of 40% meat, 30%veggie (carrots are best), and 30% starch (rice, potato). Make sure both are ground very fine, because it isn't a part of their normal diet. Their bodies can't break veggies and starches like ours were made to do, but the protiens and nutrients are good for a dog, so ground up very fine isn't a problem for them.

The liver is fine, but I would cook it first. I only give my dogs raw meat of any kind in very samll tidbits as a small treat.

yes its safe (feed barf diet to my dog due to severe allergies) and so is the turkey as long as it is fresh and you would eat it if you cooked it. Without bones in it she is liable to get loose stools from it so beware of that.

I wouldn't because raw meat can carry bacteria that can kill a dog as well as a human. Boiled and drained chicken without bones with white, plain rice is excellent until you can get some dog food. I've heard turkey can be too rich for dogs. Boiled, lean hamburger, with the fat drained from it, mixed also with white, plain rice is okay too.

Sure why not? I feed mine raw meat all the time as treats and they sure love it...if you are still unsure some lunch meat would do too.
