I got a good 27" LCD HDTV at both Best Buy (Westinghouse LTV-27w7 HD) and Frys (Viewsonic n2750w). Since you want a HDTV for cheap you will most likely be getting either an LCD or a CRT TV. CRT HDTVs are really heavy (over 100lbs) so an LCD is probably the better choice. Being able to compare amongst the TVs is important so you should visit electronics stores with a lot of TVs on display.

Both plasma and LCD can be mounted to a wall. large flat panel TVs come with holes at the rear to mount, usually referred to as VESA standard, the number given by the panel maker will help you locate the correct mount at the store, or online from ebay. At the moment, plasma is cheaper per inch overall. Ignore the people that tell you plasma is the best, or LCD is the best. People making such comments have no idea how each technology works. If you only plan on watching TV, Cable, Sat, and movies on DVD or blu ray hi-def get whatever you want. My personal pref in such cases is plasma. Unlike LCD, there is no color shift when you view off-angle, no lag time like LCD, all plasmas, even the cheap ones can show 10bit color or greater that's a color gumut in the billions and some panel makers even claim the ability to show trillions of colors. The majority of LCD panels can only show 8bit color usually in the millions. Plasmas overall have better blacks. Something the cheaper LCDs still have a problem with. LCDs cost a tiny bit more per inch, but the dif isn't huge. They are generally lighter, just a bit thinner, use less energy. If you plan on connecting a video game console or PC/Mac, then you must go LCD. Plasma TVs, even the newest ones have an issue with 'burn in'. Static images from a PC or video game shown on plasmas for hours will become visible on the screen after turn it off, and when it gets really bad, you will see this ghost image when other material is being viewed. As for the fireplace, it's never a good idea to put a plasma or LCD TV over a fire place. The excess heat could kill a flat panel in a short period of time. LCD does not like heat, it would probably go before a plasma set. Either way, no electronics over a fireplace, no matter how cool it looks, and even if it doesn't seem to get too hot, don't chance it. and Finally, LCD or Plasma, if you go 42 inches or over, skip the 720p sets, get full HD usually called 1080p (or 1929x1080 pixels) anything under 40" you might not notice the difference. For LCD tops are Sharp, Sony and Samsung. In the plasma world, Pioneer Kuro and Panasonic's top models are the best. Samsung and LG would be the next on the list if the price is right. Good luck

RE:
Where's the best place to find a cheap HDTV (either used or new)?
I am a college student moving in to a new apartment in June. I need a TV, and I would love to have an HDTV since I like playing video games. I can only spend a few hundred dollars, but I would prefer a TV that is larger than 20". I don't care whether the TV is refurbished or new, as...

Try:
http://www.craigslist.com
Then go to the city where you are.
ebay sometimes has good buys as well and I've had really good luck buying things on sale at Target and Wallmart (online and in the store). If you go to Target, look at the end of the aisles. Sometimes that's where you'll find their best markdowns.
Happy tubing.

I don't know about in the US but here in the UK I remember Argos had an offer on, a pretty large HD tv for 400 pounds (about 800 dollars) which is pretty cheap considering most HD tvs are selling for about 1000 pounds (2000 dollars).
