I am moving and changing my address; however, I didn't think in advance and I put my old mailing address on my tax returns. I still have not received a check from my state. I heard USPS does not forward federal tax return checks, but do they forward state? If not, what should I do?

Your best bet is to check with your state. Some things, such as federal refunds, unemployment checks (in NJ atleast) and W-2's can not be forwarded.

The USPS will forward all mail including tax refund checks unless the outside of the envelope is endorsed "Return Service Requested" or "Do Not Forward". I've never seen a tax refund with that endorsement though I guess some state(s) might do that.

usually government mail is not forwarded. For sure a letter from IRS will be returned

Your local post office could tell you for sure..

if your letter has been returned, you will need to file a change of address form with your state and include a letter to them about your refund

any mail with your old mailing address should be forwarded. There should be nothing excluded except standard mail. A federal tax return would not be sent as standard mail though.

Most likely it will be returned. Usually the envelope for refund checks specifically state not to forward and to return to sender. You may want to call them to check.

The Postal Service will forward any mail item as long as you put in a change of address form. It will likely take longer as it needs to go to your old post office and then be re-routed to your new postal office. Save time and do direct deposit next time!
