there is this boy that plays on the church leauqe baseball team, and whenever i go and i walk by him , his friends make noises and he turns around and there all looking but sometimes he does'nt look do you think he likes me?

Basing it off of that, I would say no. If there is more to it than that (you two hang out, talk every now and then, etc), then there might be something but just with that, I would say no

but if you like him, sit down and watch him play and then after practice or a game talk to him
try to be his friend first, then see if you still like him
if you do, ask him out if he hasn't asked you out already
