It depends on what "all touchy and cuddling" means. If they're sitting at a table or carrel with chairs pulled really close and hands, maybe cheeks or foreheads touching, well, that's none of your business. If one is sitting in the other's lap and the touching is in inappropriate places, then yes, that's a little to public for that display of affection.
As long as they're not creating a distracting atmosphere for everyone, live and let live. If not, you can quietly inform a librarian (one who is not a student employee).

I guess it depends. If they're just close and, say holding hands, then it's no big deal. If someone is having a make-out fest, they should be somewhere private. I don't just mean the library but pretty much anywhere that is public. It's just courteous. I'm not a prude, my husband and I are not afraid to kiss and hold hands in public but it's a quick kiss and not a long drawn out thing - we do that at home (and in the car, ha ha ha!).

No, it's not appropriate. There's a time and place for everything, and the library is not the place for it...IMHO, of course.
I'm an open minded guy, but when I go to the library, I want to study. If I wanted to watch an erotic session, I'd rent a movie :-)

I don't see a problem with sitting close and touching in a friendly matter but it becomes inappropriate when it looks like they're on a date and the only reason you can't call it sex is because they still have their clothes on. No blow jobs in the library. Pllllleeeezzz!

Absolutely not! It's a library and you should be studying if that's what you're there for! It's not a place you are supposed to be the least bit intimate with someone!

Maybe, but really...why worry about it. Inappropriate would be to make out in the library. Being close to each other and cuddling isn't exactly offensive.

It depends on how it's done. if it's crazy sexual fondling then yes, that's inappropriate! but if it's a small kiss now and then or holding hands or resting a head on one's shoulder, then i dont see any problem in that.
