the calf should be around 10" smaller than the upper leg or roughly the same size as the upper arm or neck

Everyone is different, it depends on your build. Typically a female's calf will be between 11 and 15 inches.

It varies widely,because you can be extremely thin if you are young and you can have nearly no calves at all and its still normal.
