i think what would be best is a combination of both. they're both fantastic for you, so i wouldn't just pick one.

Walking.
BUT: If one has bad feet, ankles, knees, hips, etc. physical problems that make walking difficult, then riding a bicycle is better than doing nothing.

Walking burns calories, but it doesn't raise your heart rate enough for cardio fitness. Cycling burns more calories, plus it is a fast, cheap way to get around town. Both cycling and walking burn more calories if you ride uphill. And even though I hate running or jogging, I have to recommend it, because it gets your heart rate up, burns lots of calories, and can be done with no special equipment.

Walking, if done briskly, is better. It works the whole body, including the torso and the arms. Whereas, bike-riding primarily targets the legs as the torso and arms remain steady.

Walking--you can power walk, use weights, etc.
Cycling is GREAT, but for me it was just too little work where I live or too much work if I travel 30 miles or more.
Plus you can always walk and don't need special equipment.

Either one. It's not the type of cardio exercise you do, it's the energy and duration of the exercises that matters.
