To visit, yes; to live, no.
You have to have status (i.e. work visa, permanent residence, student visa, visitor visa) to spend any amount of time in Canada. You might be able to get a Visitor Visa while waiting on a Work Visa, that would be up to the Immigration Officials.

take a look on immigration canada.Is depending from witch country you came from. And also in witch "provence"you go. Avoid quebec.
