It should hang over the top & down the front, like in hotels. Hanging down the back makes it rub against the wall, & what if the wall is dirty? Ew.

Most hotels and "fine" hostelries hang the paper "over the top." Having to fiddle with trying to find it hanging from behind is a pain in the butt. Having done house cleaning for nearly 12 years, I can also attest that 95% of the households where I have cleaned also have the paper "over the top."

It's a matter of preference. There was a study done that I heard referred on the radio that related the way you put the toilet paper on to personality type.

It doesn't matter as long as there is toilet paper there and a spare roll if it runs out. Let it hang either way, it doesn't affect its purpose.

if it hangs from the back and its to low you cant grip it or see it. its better anywhere from the front.
