1) Is your mother also a Canadian Citizen (has dual citizenship), and does she have proof of such; and

2) were you born after 1977 ... OR

3) were you born before 1977 and your birth was registered in Canada within two years of your birth.

If both 1 and either 2 or 3 are true, then you also have dual citizenship, and you can apply for a citizenship card (it proves your citizenship) and also a Canadian Passport, though you will also want to check residency requirements.

Nope. Sorry. You cannot apply for a canadian passport as an american citizen, mother or not.
