i think you might be talking about the shag hair cut.
the interior is short but gradually get longer the more it get to the front. many people wear it in a shaggy looking style for a no hassle style. it gives you volume when you want it and if not you just wash and go.
the shag is another form of layers but the cut is how i mention above.

Since its shorter layer on the top and long layers at the bottom, it could be called a 'Mullet'?. But a more updated/modern version.
Either that, or you're better off showing a picture to the hairdressers. Trust me I've had a few "misunderstandment" where I try to explain what I want and sometimes the hairdresser kept saying "yep, yep"..or they look at you confused. Showing a picture is better because I guess some hairdresser can 'visually' see what your talking about and also at the same time you can discuss about how u want your cut to be etc.
hope this help- I know its annoying visually seeing the haircut you want but you can't explain it.

It would be extremely helpful if you had a link to the photo as an example of what you're looking for. Otherwise, based on how you've described this hairstyle, it sounds like a "mullet", and I don't believe that this hairstyle is "in" right now.
The best advice anyone can give you is to take a picture to your stylist.

There is an emo haircut, called "Hikari" its new of course as is the Emo and Scene frenzy. Basically it is short and choppy in the back and can easily be teased and long and straight in the front where hair extensions can be added. That hair apparently has many names, most just say "Scene" Hair.

I am not exactly sure I can't really get the picture. I think you should print out a picture of what you are looking for and then bring it to the beauty parlor professionals and then they will give you the picture lol.

The easiest thing to do is to print out a photo of what you want or cut one out of a magazine so the stylist can literally SEE what you want.
