A friend of mine was falsely accused of rape and has been under investigation for months now. What usually happens with these through them? We haven't heard anything and hope everything turns out ok. We know it was false because a couple of us were present at the house when they slept together and she was fine. She is just being vengeful because he broke things off for her being a ****** pyschopath.

It takes as long as it takes. OSI will do their job thoroughly and then present their findings to the accused person's commander for appropriate action. Rape charges are important, but with the current world situation this investigation likely isn't on the top of the list of things to get done in a hurry. I was First Sergeant in a squadron that had three rape cases in two years and they all took many months to complete. As much as it sucks, all I can tell you is hang in there. It will end eventually.
