Vinegar is definitely the easiest and some people do notice the difference.
Use a 1 to 1 ratio of water to vinegar.
Then run plain water through a couple times to clear out any vinegar.
I used this method to clean out a shared coffee maker at the office one morning because it was gross. People actually noticed their coffee tasted better.

This way may not be "the best" because it does require some time and supplies. But if you really want it clean, then follow the steps below.
Materials:
Pint of Vinegar
Diluted Bleach Solution
Baking Soda
Wire Brush
Steps:
1. To clean the coffee maker and get fresh-tasting coffee, pour a pint of vinegar into the water reservoir.
2. Run for 30 seconds so the vinegar has a chance to get into the system, then turn off and let sit for 30 minutes.
3. Turn back on and finish the cycle.
4. Run cool tap water through the cycle twice to completely rinse out vinegar.
5. Clean the filter with a diluted bleach solution, which is also wonderful for getting coffee stains off porcelain sinks.
6. To remove burn stains in the bottom of the glass pot, scrub with baking soda and a wire brush.
And, voila! Your coffee maker is as good as new!! :)

Brew a pot of plain white vinegar. You fill the glass pot or container with vinegar, pour into the water chamber and brew it. No filter necessary of course. Chances are you will need to do this a couple of times. Then brew plain water to rinse. You should be able to taste the difference in the coffee. Make sure to clean all parts of the coffee maker that can be taken out, the carafe, the filter basket, wipe off the hot plate bottom and outside, clean the inside of the coffee maker lid. Works well, removes hard water build up.

the best is half white vinegar and half water,run it through the coffeepot and then run a full pot of clean water to rinse.the vinegar mixture works best if half way through you shut the coffeemaker off and let the vinegar mix soak in the maker for 15 minutes or so

At the Wal-mart in my town by the coffee makers there is a special cleaner you can buy to run through the machine.
