#1 is correct if you're talking about something. For instance, clothes laying on my bed.
#2 is correct if you're talking about a person. For instance, I am lying on my bed.

laying is a transitive verb, i.e. one which takes an object. So if you are laying something upon your bed, then that is the verb to use.
e.g. I am laying the sheets and pillows on my bed.
lying is an intransitive verb, i.e. one which doesn't take an object. So if I am lying on my bed, I am doing simply that: lying there.
Both verbs, therefore, are possible, but you are probably looking for no. 2.

It depends on what the action is.
If you place an object on your bed, you are "laying" it on your bed.
If you yourself are on the bed, you are "lying" on the bed.
