Did you mean to say how might God be considered to be evolving?
Well, God is a concept, and people's concepts of what God is have definitely evolved as science has evolved.
Primitive people believed that god(s) were actual physical beings with magic powers, and that these beings lived on mountains, or in the clouds, or outside the "vault of heaven".
In time, we learned how to climb mountains, fly into the sky, and see the stars- and no gods were there.
So rather then simply stop believing in God, God became a purely spiritual being.
This is all part of what's called "God of the Gaps", which means that people's beliefs in God are based on the gap in their knowledge of the universe. The more we learn about the universe, the smaller the gap for God to fill.
Non-believers would say that is because God does not exist, so the concept of god is relegated to the shadows of ignorance.
Believers would say this process is helping us have a greater understanding of God by the process of elimination- by excluding what God is not, we can figure out what God is.

Evolving suggests a changing mind like you and I have.
To the best of our knowledge, God is a planner and His plans are now in motion toward their successful ends.
God may have created evolution as part of His plan but God is not evolving His plans.
God's plan of salvation took thousands of years to develop up to Jesus' Crucifixion and Resurrection.
Then the history of the Church began and God's plan is now building up to Jesus' second coming in glory.
