There are only three stipulations for pillion passengers in the U.K. -
1) They must wear a correctly fitted, safety approved helmet.
2) They must be able to comfortably reach the foot-pegs (and if that means raising the foot-peg mounting points to accommodate a child on the pillion seat, that is perfectly legal).
3) If they are under the age of 17, they must have a parent or guardian's consent to ride as a passenger on the motorcycle.

there's no minimum age. they must nevertheless positioned on an approved helmet, and be of a length the place they are in a position to sit down down astride the seat (which ought to be a ideal pillion seat), dealing with forwards and with ft on the footrests. and you could't carry a passenger with a provisional licence.

The highway code rather ambiguously just says "not a child" but without defining the term "child".
The only other criteria to be met is a helmet & that the passenger must be able to reach the footrests.

each state is different but with one thing they agree, your bike must have passenger pegs and they must reach them, and they must have a properly fitting helmet if under 18. I personally feel there should be a weight limit....LOL

Realistically, they should be big enough to put their feet on the passenger pegs, but there are no laws, at least in my home state.

i dont think there is one i think they just have to be able to hold on.
