It's always fun to watch if the girl got "assets" to show, but the truth is that some look too cheap to be taken seriously.
It can work as a bait to get our attention bu if I really like the girl I'd prefer not see to much in order keep focus on finding out if I really like or love her for herself and not for what she shows; too much at sight is kind of too much of a distraction if you really want to know her.
If I don't date the girl then is fun to eat her with the eyes.
By the way I love girls no matter how much they got in the breast department. What really matters at the end is what's inside their mind and heart.

Two-part answer.
1. Girls wear low-cut blouses to have attractable men look at them. Some are flirting, and some are starved for attention of any/a different kind but use this method for initial attention.
2. Guys who look are just as attention starved as the girl I described. Some are truly appreciative, and some haven't found a release for their manly appetites.

Men are men, so staring at boobs is just normal behaviour! Even if they can only see the shape, they'll still have a look....but obviously if a girl shows it all off, they'll make the most of it.
My boyfriend doesn't like girls to wear low cut blouses, he thinks it's slutty. He'd probably sh@g one though, cos it wouldn't matter to him what type of a person she was, just as long as she was easy...which he thinks low cut wearing girls are!! I remember him asking me to button up my shirt cos too much was on show when we first met!! If I was to wear a revealing top now, just for him, he'd love it...but for everyone else to see, no way Jose.

Turned on, sometimes. It all depends on what is in the blouse. If the woman has flabby breasts or has a hairy chest and wears a low-cut blouse, then its gross. If a woman has nice breasts we will look and usually stare. No matter how pretty or ugly the woman, we will look, because we are men. We like looking at them and playing with them, so it doesn't matter.
Ron White pretty much said when you see one pair of breasts, you want to see them all.

MEN would stare at the chest of a NUN if he thought he could get a peek at her boobs.
If clothing had anything at all to do with what men stare at or what excites them, there would be no rape in muslim countries in which women wear bedsheets to cover themselves. As much as people hate to admit it, what men stare at or try to stare at really has nothing to do with the clothing. Low-cut blouses make it a bit easier to see what they are staring at but they will stare at a women in a bedsheet burka just the same..
we don't know why, guess it's mostly biology.

lads love to look at low cut tops its natural, if they chatted a girl up with a low cut top, they are usually just wanting sex. a girl that is covered up a bit more will be looked on as being more classy. and a guy doesnt really want his gal to go out with him in a low cut top cos he wont like other lads staring all the time.
ive always preffered girls to be a bit more covered up....it leads more to the imagination

if a girl wants too wear low cut blouse then i have no problem with it,,it's up2her what she wants too wear and feels comfy in..
im far too busy to notice a girl's chest!!
though i do check out if shes gt nice bum!!!
