I think it depends on what her future plans are. Is she going off to college, going into the service, getting her own apartment? Give her something that will help her strive for bigger and better things for herself...but also a reward for her accomplishments.
Buying her a car or a vacation is not going to help her learn the value of hard work.

When I graduated, my parents bought me a computer. I used it all through college, so it was very useful. For a more sentimental gift, I got a diamond necklace that my dad had bought for my mom for her 18th birthday.
Ask your daughter about some of the ideas you have. She is the expert on what she wants. Give her an approximate price range and have her give you a list of several things. That way you can still kind of surprise her with which one she gets, but you will know she will like it.

I really like the idea of giving your daughter something special she can point to at some future time and perhaps tell her own daughter, "Mom gave me this for high school graduation." I gave both my nieces a string of pearls when they graduated from high school. If you shop wisely, you can find quality jewelry at reasonable prices.

High School: a watch, money, a necklace (another piece of jewelry)
College: Money, or a gift geared towards her major- gift cards for stores like Macy's (she can buy interview clothes).
Gift card for travel.

I got a string of pearls from my mom that I still wear (I graduated in '91). Luggage is a great ift as well. And you can never go wrong with cold hard cash!

A plaque to put her certificates in. A gift certificate to a nice resteraunt. Take her out to a REALLY nice diner or something. You can also get her like a really nice calculator or some chocolates. You can also give her some REALLY REALLY NICE pens with her name gold plated on it.

a car. a fun vacation...cancun, vegas are fun but fairly cheap. money. an assortment of gift cards for her first couple of months on her own. a shopping trip with mom. iPod, new camera... these are the ones she'll like the best. things that she'll like but not as much: jewelry. practical things like dishes, towels, etc.
