When doing some cardio focus on the incline... a steady fast walk on a treadmill for at least 30 min. on on incline, or my fav the elyptical machine targeting the glutes (it will also work hammies and calves). Find an assisted-squat machine so you can position your body at a slight angle with the majority of the resistance being along the back part of your legs (feet should be placed in front of shoulders). You can also do heel raises with light weight (holding 5 lb dumbells) on a stair step, but if you have gym access use the seated leg press and push with the balls of your feet for quicker results.

Do heel raises. Heel raises isolate and develop the muscles you want to strengthen.
Stand on your feet. Slowly raise your heels so that you are on your toes. Go up and down about one hundred times or until you can't handle the aching pain. Squats are more for upper leg strength.
If you do heel raises, you'll have very strong lower legs. In addition, the exercise is pretty easy and in fact fun.

you don't want to do just a calf exercise all the time. Trust me on that one! I like my womanly legs...and if you do just a calf exercise...ugh, it's not a pretty sight! lol Anyway, if you want to get tone all over, I have a great recommendation site...it's too long to paste, so email me for it. But it works, and I did it and got a 6 pack in like 5 weeks. So you get the dvds now, you could be hot n fit by July!

Do sprint run everyday about 100 meters, 5 to 10 times. You can also hold dumbbells in both hand while you stand straight, then lift your heels up and down. Do as much as you can until you can no longer do it. then do another set. Rest and do one last set. Make sure to stretch and drink a lot of water.

Calf raises will work. They have machines at gyms that you can use. If you are not a member of a gym then just do then standing and do as many as you can daily.

Step up on your toes and back down without allowing your heels to touch the ground. Do this for 30 reps and tell me you don't feel the burn. You can also go up to 50 depending on how well of shape you are in.
