Contact the Police station, and request a Supervisor. Tell him what route you took, and show him there were no stop signs.
Incorrect violation?, possible
Harassment?, you will have to justify that statement.

Is it possible that you were so nervous noticing the cop behind you, that you accidentally ran a stop sign? Go back and check that route again to see if there was, indeed a stop sign.
There is a street in my city that I drive all the time. I have been all along the entire length of it numerous times over the last couple of decades. It is 45 mph for the entire many-miles-long road. Except the last few feet of it that cross into a little subdivision known as Leon Valley. So, I was driving up this road, watching a thunderstorm and talking to the girls I take care of... going 45, like I thought I was supposed to... and then got a ticket for going 10 over the speed limit.
I accepted it, but went the next day to see exactly where the limit suddenly changed. Sure enough, there was an old beat up "Reduced Speed Ahead" sign... and then the 35mph sign... all in plain view... I'd driven that road millions of times before and never noticed the speed change.
Maybe you missed the stop sign, being distracted by the police car. Or not. Go check it out.

1. Check the location that the officer listed on the summons. There should be a spot that says something like location of incident or offense.
2. Check the location, see if there is a stop sign there. If there is a stop sign at that location, pay the summons. If there isnt a stop sign, take pictures of the intersections to show proof. You can even get the local statutes from the town that shows all of the stop signs in town. Then
3. Call the court of jurisdiction and plead not guilty to the summons, they will set a court date for you.
4. Once you are at court, you will be able to speak with the prosecutor or D.A. depending on the state you are in. Speak with the prosecutor and show him your evidence. Showing him a picture and a copy of the statute that shows there is no stop sign there will be good evidence. At this point the prosecutor will probably just dismiss the summons and not even waste the courts time.
As far as harassment...No, we are allowed to drive behind people. again you may not have realized a stop sign was there, and if the summons was issued in error, then let that come out in court.

Yep, check your route first. Then go to the police station and ask to speak to the supervisor. The cop made a mistake obviously..... if he was harassing you would have gotten more than the simple difference between lights and stop sign..... they are basically the same.
Odds are it will just all get dropped right after they speak to the officer. Even if not once you go to court you will get serious credit by having walked into a police station and pursueing it. It will cast doubt on anything the officer says. Or you could just pay it and not make the effort as it will take time to go to court.

Yes. By their own design cop and harassment and directly linked. Cop + harassment = why this category is here. If possible, take a camera and photograph the signs along the route you were driving right before he pulled you over. Maybe you overlooked a stop sign. It has happened to me. Better to be safe than argue a moot point. The headlights? That sounds stupid...when most people pull over by the police, they seem to automatically switch off their headlights. I know that I do. And I remove my seat belt. One cop told me that I had ran a red light (it was a "no right turns on a red light") and I found that odd. Turned out it was a new sign and not very visable to notice. So that got thrown out. Then he mentioned I was not wearing my seat belt. I said, "You are right. Not now. But I do wear a seat belt when I am driving. But as soon as I pull into a private driveway, I always take it off because it's an older car and it cuts into my neck. And we are in a mobile home park which is a private driveway, sir. So therefore, no seat belt is fine." Case closed.

it is not harassment. my question to you is does the police officer know you or not? does he or she have something against you for whatever reason? and just because the citation said you ran a stop sign that doesn't have to mean an actual stop sign, you may not have stopped at an alley way or private driveway or coming out of the gas station. take it to court and question the officer there that is what court is for or if you can go to traffic school.

Take pictures of the route that you took to show there are no stop signs, make sure the ticket has the proper location on it.
Then I would call the court to tell then you received an unjustified ticket. Not sure what they will tell you but make sure you document evrything

Harassment by cops? Never. Just ask them, they will tell you. Cops do this type of thing all the time. What can you do? Absolutely nothing. If you try to fight it, you will be wasting your time & money. Try to stay away from them, they are abusive, parasitic creatures.

take it to court and it is very likely the cop won't even show up and the judge will either reduce or eliminate the ticket all together.
