Sounds like you may have developed scalp psoriasis. I got it about 10 years ago. See a dermatologist. There's lotions to use (Elocon, Diprolene, etc.) that help clear it up. It can come back at any time, just try to stay on top of it. It's a hassle and itchy but usually fairly controllable. Over the counter stuff just doesn't do the job for me. Fortunately, mine has remained on the scalp and only spread to the ineer ears over time.

There is a product called Softee.... it has the consistency of vaseline. Actually, it is a mixture of coconut oil and jojoba. Work this onto your scalp at night and in the morning shampoo as usual. Your scalp will be relieved and your hair will be a bit shiny which is a sign of healthy hair.
Softee is carried at most drugstores like Walgreen's and cost $1.00. Find it near the hair products.

Hmmm this has several problems...are you shaving you head bald and saying that the skin is getting white splotches, like a pegmintation disorder? Or are you seeing white flakes such as dandruff in hair? Lot's of unanswered questions. In any case see a dermatologist. Over the counter T-gel is good. I think you can still find it in drugstores and supermarkets, but here's link to see what it looks like.

see a dermatologist, in the meantime try "T-Gell" shampoo it's about 5 bucks. and when your hair is dry, use Scalpacin oil on the dry patches it helps with the itching.

sound like excema or scoriosis...tea tree shampoo is good for that....you may have to get a proper diagnose from a doctor....
