it means that if someone does you wrong and you don't forgive them then they aren't forgiven BY YOU. but they can be forgiven by God if the will confess it to him and ask for forgiveness.

No- the Lord will forgive who he chooses to forgive. One person will not be condemend because of the choices of others. We are responsible only for our own choices, not for others. You need to forgive everyone, but if you don't the Lord still may. Whether or not he forgives them- is between him and the sinner.

I don't believe God judges a person based on your discretion. That verse may have been slightly mistranslated for all we know. I do believe that if you do not forgive someone, YOU will not be forgiven.

No. He was talking to his Apostles in that section. Certain people are, "called of God, as was Aaron." In other words, God calls certain people to be judges, such as apostles of Jesus Christ. This authority is called the Priesthood and is not something that can be assumed. Someone must be ordained to the Priesthood by someone who already has the authority.

you have did what God told you to do. that is to forgive your brothers. ask them to forgive you. and you forgive them.

He is not talking to you. He is talking to the apostles. He does not say that the apostles can pass this ability on to others, like priests. This is clear if you read the surrounding sentences.
