When I take her to the dog park, she's calm around the other dogs. But if I'm walking her on a leash and she sees another small dog, 2/3 of the time she FLIPS OUT. Barking, straining at the leash. Usually if we're about to pass another dog and I see her tensing up, I'll just pick her up and walk past (but I can feel her little heart beat faster and sometimes hear her growl). Why does this happen?

She walks next to me, usually, not in front. She's a small dog herself, and it's usually other small dogs (though sometimes larger ones) that she barks at.

She needs to be rehabilitated, and YOU need some training. This is easily corrected. Get a copy of a DVD from The Nationalgeographic.com, Caesar Millan, the dog whisperer. 10 minutes, and your problem is solved. $24. be at your house by Thursday. And watch The Dog Whisperer on the NGChannel

well..first...does your dog walk out in front of you...if its a yes...he is being dominate to you and to other dogs...the reason why he freaks out at other dogs why your walking is because he/she has the leader ship roll in a "pack"(meaning you and he/she) and as a lead of a pack it needs to protect its pack...so it will freak out
now at a dog park its to Small for it to try to dominate any other dogs..so there for it scarred...and at a dog park you know when you see dogs humping each other..well that's another display of dominance's...they are tying to find out who Will be top dog..
now to fix this problem is to make your dog walk behind you or the side of you...have you ever watch "dog whisper" he explains allot about this behavior but go to his web sight and you will find more answers
