I'm not sure exactly what you're asking, but Photoshop imports all images at full resolution. So if you are trying to move that image to a "new" canvas, here is what you do. First, import the image, then right click on it's header, that blue area at the top of the picture, and choose "Image Size". Check the resolution and then when you create a new canvas/background, be sure to match the resolutions. After you have moved the image or part of it over to the new canvas, you can use the move tool to do any detailed resizing by first clicking on the move tool and then clicking on "Show Bounding Box". Now just grab one of the handles on the bounding box and and size the image to your liking. If you wish to manitain "aspect ratio" hold down the "Shift" key while moving the handle.

toolbar/image/image size ( ctrl+alt+I)

If you want to increase it without loss you need a plugin such as alien skin's blow up ( www.alienskin.com )

You should also be able to find something, somewhere, that says "show transform clouds" Then it will give you those corner dragger things.
