An ophthalmologist is a physician who specializes in the medical and surgical care of the eyes and visual system and in the prevention of eye disease and injury.

In the course of his profession he is required to take implements of his profession which would include the medications and anesthetics that fall under the Controlled Substances Act (CSA)!

As such, the transportation of medications and anesthetics that fall under the guidelines of the CSA require a DEA numbered permit.
