No. You are subject to Federal Income Tax regardless of where you live -- even if you live outside the US.

Most states, but not all, also have a state income tax.

Only if you are in the "dead" state. If you perhaps mean states with no state income tax there are a number. Nevada, Texas, Wyoming, Florida, Alaska, South Dakota, Washington, Tennessee and New Hampshire.
