It depends on the make and model of the aircraft. Most have wipers, some aircraft use a bleed air system to blow the rain off of the windscreen.

No, not all of them do. Most large aircraft have some, but your average aeroclub birdie does not. You don't really need one in the air, at the speed most aircraft fly, raindrops don't stay long enough on the windscreen to be wiped of by wipers! The aircraft that have them use them on the ground.

* most (probably all) of civil/commercial/general aviation aircraft do have them. These wipers are not your ordinary car's wiper, aircraft wipers are so strong they can withstand windspeed of 1000-1500 mph. I've seen few non-military airplanes have flushed (hidden) wipers hidden inside tapered thin hole, just below the windshield.
* combat fighters, F-14 have them, but i doubt if F-15 , F-16 F-22 have them, especially in F-22, wipers in F-22 just make a beep on enemy's radar. Some types of MiGs, Sukhois, Eurofighter, SAAB fighters (Draken, Viggen, Gripen) have wipers and some types don't. French's Rafale ? may be.
How about other fighters made in China and India ? hmmm

Airliners do, yes.
Here is a video taken from inside the cockpit while the captains wiper was on-

They are used inflight below a given airspeed as well as on the ground.

Yes, they do, and they are rather faster than those on cars. Even the pilot needs to be able to have clear visibility on the ground.
Of course, when the plane is flying, it is spends most of its time above the clouds, and therefore does not get rained on.

any single engine prop plane with the engine at the front will not have wipers as the air from the prop clears the screen. most others will have them for taxiing

Depends on their speed... fighters, no.
I flew the SH-60B/F helicopter, and replaced a few windshield wiper blades during daily-turnaround inspections.
S-3B Viking and P-3C Orion had them.
