This seems to be a popular question around here.
This is for the same reason that they dim the lights on the plane: Situational Awareness.
The airlines want all of their passengers to be aware of what is going on around them at all times. Takeoff and landing are the most dangerous portions of flight operations, and are the most likely times for an incident that would require an evacuation of the plane.
If an evacuation is needed, it is best for everyone's vision to be adjusted to the outside conditions. If it's dark out, it would be bad to jump from a bright interior to a dark exterior and not be able to see anything. The same goes in the day. If the windows are closed and it's dark inside, passengers could be temporarily blinded by the bright sun, and would impede the speedy evacuation of the plane.
Also, having the windows open can help everyone on board judge the conditions outside the plane. Without the windows, it would be hard to tell if there was a fire or debris outside of the emergency doors before they are opened. This is all done to improve the passenger's safety in the event of an emergency.

You are not opening the windows, you are raising the shades. The main reason for this is safety and security related. If there were an emergency, the lights in the plane may not be on, and the outside light would add to safe evacuations.
It also allows vision into the plane in the event of a situation where one or more people are a threat!!

You are probably talking about a smaller aircraft such as a Cessna 172. You open the windows for no other reason than to get fresh air into the cockpit. It gets a bit hot sitting on the ground with the engine running.

we have to open the windows on a plane during take off and landing because plane's fuel located at the wings and if it's burning, we can tell to the flight attendants as soon as possible. hehehehe

open up the windows on a plane during take off and landing?
* in take off : to stick your head out and see to make sure that you are really off the ground and be sure that the altimeter is right
* in landing : to stick your head out and see to make sure that you are on the ground and be sure that the altimeter is right
* to get more/fresh air, may be too many people smoking inside the cabin, or there's a fire inside the cabin,

Not real sure but if it was a crash landing it would make it easier for the rescue crew to see inside to remove people.
