They could but won't want to.
First of all it would take time. it would take years upon years to build. They would have to get new technology to build underwater. By the time they finish it might be a lost cause as an alternative transportation might be established.
They would need a permit. They would need permission from many countries.
They would need a country that is willing to have the other end. There would have to be a country that has a good economy and good government on both sides not capable of going to war.
Damage is easy to cause. If their is a tiny earthquake the tunnel will flood and repairs would be costly. If there is a war the tunnel will be a sitting target for both the connection countries.
No real profit. There is no really economic reason. Africa doesn't have enough exports that the U.S. would have to build a tunnel for.
Doesn't make time faster. Planes and boats would be faster. A car would have to refuel. A train would need to be maintained.

The mid-Atlantic ridge is a mountain range and zone of seafloor spreading that runs the entire length of the Atlantic basin. The Atlantic is expanding by between 5 and 10 cm per year due to spreading. A hypothetical tunnel that ran from North America to Africa would be slowly split open by this movement, so probably not.

Yes, of course! You can build a tunnel through the middle of the world if you have enough cash, time and lava protection.
Question is - Why would you want to go to Africa? The place is full of disease and poverty.

We do not yet have the technology to construct or maintain such a tunnel. We may in the future, but it would probably be too costly to be worth constructing.
