if the filipino citizen is residing in another country but still has a philippine passport, does she need to apply for a visa?

No, Philippine passport holders or Filipino citizens can stay for up to two weeks without a visa. Even if you come from a different entry point. If you intend to stay for a period longer than that you have to apply.

Filipinos do not need a visa to visit Hongkong because it is an open city that requires no visa for visitors staying for a few days only.

no visa application needed, you can go to hong kong whenever you wanted to so long as you have enough money to spend. luckily, we are given a 14 days period of stay in hong kong by using our valid philippine passport. Thanks! wish you luck! and include me in your shopping spree.. hehe.
