Maybe this will help you with the chained dog:

Thank-you for your question. I get so depressed reading Yahoo Answers and seeing people breeding more dogs and not taking care of their sick animals. It's nice to see someone like you. We never adopt out fertile animals.

It's a difficult question to answer and one that I've often discussed with people from the US.
In Denmark, there is not a big problem with overfilled shelters and stray dogs running around on the street. In fact, I've never seen one and usually people's first reaction to an un-accompanied dog is that it got lost from its owner somehow.
The majority of dogs there are not spayed and not neutered. I always have female dogs and I do not spay them. There are many health benefits, but also disadvantages of spaying and neutering, and in general I would only spay my dog if there was a high incidence of cancer or epilepsy in her pedigree, or if she had false pregnancies or mood swings during her heats. If I had a male dog, reasons for neutering would be straying, hormonal based aggression toward other males or him getting too distracted/stressed by female dogs in heat.
For an informed, responsible dog owner it is not that much of a problem ensuring that one's female dog doesn't get pregnant.
On the other hand I consequently neuter my cats. One of the reasons is purely selfish, I don't want to deal with the spraying in my home. The other reasons are for the cats' sake. Less aggression, less stress - also, if you have outdoor cats (which I haven't), there is no way of keeping an eye on it and ensuring that it does not get pregnant or impregnates another cat.
Ideally spaying/neutering pets should be the owner's decision, but if you live in a society that cannot regulate its pet-population because of careless or uninformed/misinformed pet-owners, then yes, I can see why the best and most responsible solution would be to consequently spay/neuter all pets not used for breeding.

Yes I definately do and not just because of pet population..I work in the vet field and I have seen far too many dogs/cats with mammary cancer and pyometria. I've seen pets die young as young as 9 months from these illnesses.I've seen families deal with heartbreak and financial crisi because of not getting their pet spayed/neutered.I just watched a beautiful 3 year old Springer Spaniel die from mammary cancer..as for the males..I've seen too many incidences of testicular cancer..while not always fatal it can be..anal fistulas are another very common issue..these are extremely painful and very hard to heal...a dog doesn't have to have cancer in it's pedigree in order ot have any of the cancers associated with an intact dog or to get anal fistulas or pyometria. Anyone who doesn't spay/neuter because they don't think it can happen to their pet, they've never seen/heard of anyone's pet they know having a problem or because there is nothing in the pedigree is playing russian roulette with their dogs health and wellbeing.
If a dog is not going ot be a part of a planned breeding program then it should be spay/neutered for health and longevity.

I do believe in spaying and neutering my pets- not just dogs but cats also! There are way to many strays and animals in the shelters today and to know that it all could be stopped if RESPONSIBLE pet owners would fix their pets instead of letting them get pregnant/or impregnate another animal- it makes my blood boil!

yes i believe in spaying and neutering it is sad that so many animals die every day because someone didnt fix their dog but if everyone fixed their dogs there wouldnt be any animals in the world and no one would have pets i wouldnt have my baby sheba who is a chihuhua terrier mix so it is half good to spay and neuter but also half bad i guess kind of confusing how the world works.
