Okay, I tend to agree, she doesn't need to be shaving anything, except maybe under her arms until at least eighth grade.
That said, she is your child, and if you are okay with it, then I suggest that you do not use chemicals. It even says on the bottles that it is not recommended for teens. I believe Nair makes one for teens, but I do not even recommend that for an 11 year old.
It may sound weird, but you should teach her how to shave with the old barber trick. Put shaving cream on a balloon and have her shave it. If she can shave it with out popping it, then you should not have to worry about her cutting herself. You might want to supervise the first time yourself to be sure of safety. This may embarass her, but it is better to be safe than sorry. This is especially true if your daughter wears contacts or glasses.
Lastly, the best thing for her to use when she shaves is an inexpensive conditioner (ie Suave, White Rain), warm water, and to shave in the direction the hair grows -- down. The conditioner will make her legs soft. The warm water will make the hair relax. Shaving downward will help her avoid the hair growing in thick and dark. It also helps to avoid cuts.
It also would not hurt to invest in a good razor like the Soliel or the Venus. A good razor gives a better shave and stays sharp longer, which helps avoid cuts. You could also purchase some of the hair grow inhibiting lotion (ie Jergens) to use so that shaving would not have to be done as often or (eventually) at all.

My daughter just started "shaving" only because she has developed fast for her age and the hair is so dark and pretty thick for a 10 year old.For my daughter,10, after trying them all, we found Veet to be better for her. She had an allergic reaction with Nair, she feels she's not comfortable shaving with a razor and the Veet removed the hair, did not give any burns or razor bumps and no cuts. So we use Veet and never had any problems.

First, you should approve if you think that it's reasonable that she has enough hair to start removing leg hair. The hair on my legs are slow at growing so I started shaving my legs when I was 13.
Nair has chemicals that sometimes cause allergic reactions or bad red marks that might swell. It's easy to use and it dissolves the hair. Since it dissolves the hair, when the leg hair grows back, it won't look darker (if you shave, the hair will look darker since you leave it as a stump). You should first try it on a small spot on her leg. If anything happens, get a prescription that'll help her irritated skin.
Shaving for me is easier. You can do it over the sink and shower. Plus, you don't need to time yourself and leave it on. It doesn't contain chemicals and you just need to use the razor and then use the cream. At first, you can get some nicks and it'll hurt when you press to hard. Shave at the opposite direction of the direction that the leg hair grows.
I personally like shaving better.

I think it is a wonderful room. I don't so much think the green paint but more blues and yellows or beige but you can tie it in with some hawaii flower stencils or a striped umbrella hung by the handle in the corner to offset the green. It may be beautiful though. You can get tikki lights from the store for cheap and put those around. Perhaps just some beach theme pics taken from the net and then framed would be cute on the wall. A surfboard would be great! A palm tree would add a super touch. I guess I could keep going forever so hope this helps.

Unfortunately, the earlier she starts shaving, the darker and courser her leg hair will become. I suggest holding off on shaving. My daughter used Nair and it worked fine for her. Not familiar with Veet, but obviously newer and better maybe.

She should use Veet, or you should get her a women's electric shaver. She could use a women's razor, but she might cut herself. Most women say Veet is better than Nair.

Reg shaving! Tell your daughter to when taking a bath, to slather a generous amount of foamy soap of shaving cream and shave all leg hair below the knee.

you should just let her shave. all dilipatory creams (veet,nair etc.) when used wrong can result in bad rashes.

An 11 yr old has no business shaving,what little bit of hair she does have is to light to see.If she starts shaving at 11 by the time shes 20 her legs will look like a lumber jack with 5 o'clock shadow all the time
