Whether he spends eternity in Heaven or Hell is up to God. We are not to judge others. The Bible says if we do, that's how God will judge us.
Trust me, if he's old enough to steal food to keep from starving, this isn't his first sin.

My stepfather (a baptist pastor) once told me that it would be better for a person to starve to death than be without god. The specific example was, if he could only give someone a bible or food, he would give them a bible, even though they would die. I imagine that would be his response to your question too.
