could you tell three reasons, with some details

No!, And here's my three reasons:

1) Forcing anyone, to do anything, (that is not law) is against our civil rights.

2) Serving the public/community in any fashion, requires special skills to protect oneself from the public, and or, dangers the public can project upon teenagers or children.

3) Because teenagers are generally considered minors, it is not their decision to be a member of the community. They are only part of the community because of their relationship with their guardians or parents. For example: Although I was born in the United States of America, this was not my choice. Citizenship was thrust upon me by my parents actions, not mine. Therefor I am not obligated to this country or it's communities unless I choose to be.

yes.
it makes them better citizens. they will appreciate the world more after. it is only fair that everyone do SOMETHING
